And many legal, software and consumer experts are divided whether a breakup would encourage real competition. Some even say the move could backfire for consumers by driving up software prices and handcuffing other high-tech companies that fear similar reprisals from an emboldened Department of Justice. The breakup of Microsoft would be the first of a U. monopoly in 16 years — since American Telephone & Telegraph’s split into the eight regional “Baby Bells… This is not going to change the dynamics in the market, and it’s going to create a lot of needless regulation and cost taxpayers a bundle because the government will have to continually monitor the company. ” GATES’ RESPONSEMicrosoft Chairman Bill Gates called the proposal “very disturbing” and reiterated confidence that the appeals court will overturn Jackson’s ruling. “These remedies would not allow us to deliver new software products like we have in the past,” Gates said. “These regulations do not help the software industry. They retard the speed at which it will move ahead. ” Though Microsoft would scarcely entertain questions regarding the logistics of breaking the company up — let alone which executives would go where — one analyst speculated that Gates would gravitate toward the operating systems company. “That’s the core of what Microsoft is, and it has the potential for deciding what the future is going to be like — for instance, it includes (the company’s work on) artificial intelligence, which is Bill (Gates)’s pet project,” said Rob Enderle, an analyst at Giga Information Systems.
